ولدت جوليا بوتنجر عام 1970 في نيو إنجلاند. حملت الاسم جوليا بوتلر ومن بعده جوليا بوتنجر حتى عُرفت في الوسط الأدبي باسم جوليا كوين. درست تاريخ الفنون والأدب في جامعة هارفارد، ثم قررت أن تُصبح طبيبة. لكن شغفها بالروايات الرومانسية التاريخية التي وقعت تحديدًا في عصر الوصاية على العرش (1811 – 1820) جعلها تخطُّ أولى رواياتها في أثناء دراستها عندما التحقت بكلية الطب جامعة يالي. نُشر أول أعمالها "Splendid" في عام 1995، ثم توالت الأعمال منذ ذلك الحين لتنــــــــال كـــــوين لقب "مؤلفة النيويــــــورك تـــــايمز الأكثر مبــيــــــعًا" للروايــــــــات الرومانســـــــية التاريخية.
